Are Stats Considered for an Ability on Cast or on Impact?

I've always wondered if I could use a Taric Ultimate right before that Ez or Ashe ult his the enemy.. or if I have to use it before they cast. I always use it before the cast as the safe route.. but I'm still curious.

I'm pretty sure it's always on impact.

I think even leveling up the ability while it's in flight will upgrade the damage dealt despite you spending less mana on the cast, but I'm less confident about that.
