What's the counterplay to Aphelios?

He is incredibly squishy, squishier than Kog'Maw. He has great damage and good range, but he has no mobility and gets destroyed if the enemy has any kind of burst damage.

He's weak to "bully" carries like Caitlyn, Draven, Lucian, and Jhin who can beat him early on and set him behind, as well as any supports that are good at setting up all-ins like Leona, Thresh, Nautilus, or Blitzcrank.
