Shouldn't the most banned champions be looked upon responsibly?

I'm not talking about the present, I'm talking about a mix of the past and the present. Let me give you an example.

Nidalee has been picked for banning MANY times. Every time Riot nerfs her, her win rate becomes less than normal and is rarely ever played. This became a problem for her so Riot gave her a buff and she returns back to being most banned champion.

This same problem goes for

^ some of the champions I listed aren't a problem now because they have been nerf'd but when they get buffed the problems return.
