New IE: 2 BF swords? Rabadon's: 2 Large Rods? Ludien's: Lost chapter + blasting wand?

We have plenty of intermediate items with only one or two (maybe three) uses. Why not add them to more things?

I think it's to make the items harder to build. Items that build from smaller things are easier to build since you can go for each little bit at a time on small amounts of gold, while to save up for an IE you have to wait for larger portions of gold - when you have 2.5k in gold you're actually only using 1.3k of it because you can't afford the second BF yet. Makes it so you can't rush it early game.
