Personally, I think he's fine which is why there's no people freaking out about him (well not any good enough at the game to matter).
I'm not good at the game though, and I can't seem to handle the matchup.
Any tips?

. He's going to poke you early, it's unavoidable. Try to get under turret and survive until Hexdrinker or a gank.
His Shuriken is blocked by minions. If you consistently stand behind them, he won't be able to land one, so odds are he'll try to run through you with his E. When he does, slap down some AOE or close range skills you have. If you have CC, use it then. Land an auto or two, then back out of the wave. At worst, he'll land his E-W combo, which doesn't do much.
I suppose it depends on the AD champion, mostly you're going to have to farm and try not to die. Although if you see him use E go hard on him.
