AP scaling utility a long term nightmare and how i finally fixed it. Riot thank me later.
Ap scaling utility never made sense. Weve seen when supports have strong ap scalings, that they go in sololanes, be extremely uninteractive, buy items like deathcap and DFG back in the day because they want as much AP as possible to make use of their ap ratios on their abilities. But that doesnt make sense because they buy items that are meant for mages and are supposed to add damage. Well a 1000 AP janna does a lot of damage indeed, but she mostly cares about her juicy shield blocking about 1k dmg and providing about 150 AD.
Riot's bandaid fix to this issue was to add "X% heal and shield power" to every AP support item to help them get those big shields. But there is one problem with that. it doesnt directly address the problem, they still wont get the big shield they want, and well there is obviously other forms of utility other than heals and shields. ( like Lulu's Ult,or her speedup, or Nami's slow etc)
So Ivegot the golden idea that will put this AP scalign utility issue to rest.
INTRODUCING UTILITY POWER
yes, a new type of scaling, that is going to replace the AP scalings on all the supportive champions' utility spells.
(some supports are played mid for their damage, like morgana zilean and karma, those champions will keep their AP scaling on their DAMAGE ability( morg Q,w,R; zilean Q etc) so now u choose playstyle, if u want zilean mid then u want his bombs to do fat damage, if you want him support u want him for his utility)
This scaling will replace the following AP scalings on those champions:
her W slow, E strength, R heals
her E and E+R values
her W value, E strength and R value
E shield strength ( and we could potentially add a scaling on the slow's strength on her ultimate)
W values, E slow strength
W heals, R heals
this champion could actually be reworked around these changes, now that she no longer has to be built full AP and ends up one shotting everyone as well as having insane heals and mS bonuses.
we could replace the ap scaling with up scaling on his Q.
we could flatten his Q stun duration to 1s but add a Up scaling for bigger stuns on zil supp. apart from that his ult heal should be replaced with UP scaling.
Now on to Items:
First off we need to remove the shitty " +X% stronger heals and shields" from all the items you have added it to, and this also includes Winspeaker's blessing. Winspeaker's blessing now instead gives" +25% increased Utility Power (from all sources ) ( we could probably make some runes for this too)
for these just replace the AP the items give with 100 UP on each instead.
This one can possibly get a smaller 60 UP on it.
this item needs help. So, apart of the 50 AP being replaced with 60 UP, we can buff the mana a little to 300 from 250, and actually make the active healthy and useful and more impactful: ACTIVE: instantly bless an allied champion for 5s with 50+15%AP or 35+12% AD whichever will benefit them the most. SO now u can cast this on the twitch about to unload with his ulti, or the GP about to combo some fools, or the Karthus about to Ult to get a penta and feel like you contributed and were impactful, because you were aware of your ally's big moment.
This one can probably have its build path changed a little to give some UP(50?) Also the range on the active needs to be decreased and it shouldn't be doing damage.
This super feast of famine items that makes katarina and leblanc all that much more unbearable once they get rolling, or Lux abuses shouldnot be providing AP. it should be changed to provide UP instead, because this items feels a lot better on supports and also makes the role much more fun to play. So 8 UP x 30 possible stacks? 2 for kills 1 for assists.
This item makes no sense ATM, it still gives the mgc immune minion active but more armor than MR and some random mana?
No, make it 60 UP, 30 MR, 10 % CDR like it used to. This items is good for support to keep their lanes pushedvs heavy AP weaveclearign teams( those nasty anivias/ Azirs) , since it's so hard to push lanes alone as support.

But yes now those supports should be building more utility and less defence or random AP at times, like Janna builds stuff like :
which is not good, she gets no AP to compliment her utitilty scalings and goes full defensive with some extra heals and shields (like she hasn't got enough right) Enchanters should be squishier, and assassins should be able to make picks on them too.
So Janna's build should like :
now she is sitting at 700 UP and her W slows for 40+46% that she got from the UP scaling and she didnt have before.
her E shields for 600 Hp and gives 100 AD to support her niche as the AD giving shield. Her ult will also heal for more now too.
I think this is great and it will make support much mroe fun to play now, and will cast away the dreaded dmg supports that build damage like zyra and MF.
