The honor system is either bugged or just bad

(I am sorry if this post is not on the right category, but I don't usually use boards) Hi! I don't usually post stuff here but now I think I have to. So, as the title might suggest, I really think something is wrong with the honor system. For example, both my sister and my cousin got the honor level 3, respectively 4 and they literally plaied LESS games than me and got LITTLE to NO honors each game thei plaied. I know that for a fact, they live /d in the same house as I. My cousin plaied more ARAM games and I dont really know how many, not more than I did normals and ranked anyways, but my sister... she plaied like 2 or 3 games PER WEEK and she barely got 1 honor every game (again I know that for a fact because I usually watch her and guide her sometimes). She is level 3 and hasn't plaied league in 1 or 2 months. I plaied every single day at least 3 matches either ranked or normals and I am still level 2. So my question is as follows: WHAT THE HECK IS GOING ON HERE?! The season ends soon and I am still level 2 and I consider it unfair. Also another question: Back in season 4 I got chat restricted, but since then I didn't receive any other punishment (I was nice since then). Might it be that I'm still level 2 because of that? Can such an old event prevent me from getting that damn level 3?
