[GAMEPLAY] Wooglet's Witchcap Bug

Just started a game in the Hexakill Featured with Fizz. Bought and noticed that it doesn't give you the extra AP passive and it even says in the description "Your ability power is increased by 25% (0)". So there is a bug with the Bonus AP Passive.
