@Meddler: Your opinion on a kind of "counterattack" passive

In my work on Champion Concepts, one of the passives I used in the past was meant to be a sort of expy of Axe's Counter Helix from DotA, but feedback I got on it was that it offered no counterplay for opponents who were in melee range. I still think such a passive could work, with a few tweaks, but would like your opinion.

Here is the iteration I just thought up:

Every 3rd hit you take from basic attacks, you automatically perform a counterattack after a short delay, dealing physical damage to all nearby enemies. The hit counter resets if you do not take damage for X seconds.

This passive is meant to be used on a Champion with a taunt CC, so you basically end up making the enemy kill themselves attacking you, but in a manner differing from Rammus.

Does this offer good enough counterplay, or does it still run the risk of being toxic design?

Yes, but the iteration of this I had before had no delay before the counterstrike, so peers told me it was toxic design since melee opponents would have zero counterplay besides "don't get close to this Champion".

The change to Darius' Q gave me the idea for modifying said passive to include a delay on the counterstrike.

Don't think they will end up putting something like this in. Counter attacking means you would most likely be giving up a reliable source of damage

Or something else in the kit such as sustain.
