Might as well just remove their passive if majority of players want to keep playing them this way.

Jhin gets bonus AD when he pops ghostblade from his passive. Dusk Blade is just a ar-pen item fitting in to the meta, and the proc is added in to the new "Do everything you can to 1 shot your opponent" late game meta.
Jhin builds Rapid fire cannon and IE as well. still dipping in to his passive.
