Keep the Legacy Champions, There should be an option that lets you hover your mouse on a champion and choose their unreworked state. If I hover my mouse over gangplank I want to be able to choose the jolly Pirate over the emo Pirate. With the same old kit... You can disable these legacy champions in Ranked I don't care but let us be able to play them again please....

and I know this post will never get a response from Riot but who knows...

Those kits were reworked because they were super unhealthy for the game.

The rework wasn't just a chance to add a new champion. It was an effort to remove cancerous old ones.

As interesting as this sounds, this would be a whole project that they would need to either allocate current resources for, or hire new ones, and I don't believe it would bring back many people with bringing back old 1-shot critplank, or old Zilean who gave everyone on the map 8% more exp.

I would maybe agree that they could bring back old skins and art for the nostalgia, which I would wholeheartedly support and accept, because I do miss some old character styles over the newer ones (Cough Sivir)

Yeah, let's just reverse the reworks then all hell will break loose because people realize they want the old champ back.
