If you are building tanky you don't need to max turtle for its tank stats, you can put more points into tiger. A recommendation could be max tiger and phoenix in concert, then max bear and leave turtle with 3. Devourer doesn't give enough damage even on power farming with its current iteration. It gives more power if you are getting a lot of kills and can keep you ahead but its doesn't get you back in if you are behind. I have been doing devourer recently but it doesn't give you enough game impact in its current form with the payoff of power farming.
