Should a full tank sion be one of the top damage dealers on a team?

Oh and be nearly invincible to melee/towers? I just don't understand how this sort of thing gets through quality control. Even the pros were abusing him in mid. Sion has almost no weaknesses, he's got cc, disengage, team peeling, insane tank, and very high damage. Does he really need all that? I mean come on.....

If you let Sion pull off his highly telegraphed damage you're doing something very wrong.

But Sion is a 'tank'. He must have good cc, high base stats, high base damages, he must one shot squishies and he must be unkillable at the same time because he is a 'tank'.

Depends. Did he

buy tank-damage items. etc
harass his enemy laner so often he got multiple kills/pushed him out of lane multiple times
make use of his AOE damage on a regular basis (including full charges and fully charged Q) If so it’s not unlikely since Sions a tank who gives up reliable damage in exchanged for heavy hitting telegraphed abilities (minus his E).

Tanks do DPS by surving for long periods. 5 guys around a bloke with Sunfire take a lot of collective damage over time, it's countered by sustain.
