QoL buff for Banner of command

Not sure if it can be considered a buff or a QoL buff, but coyld banner of command fully recover the health of the minion it is cast on? The active effect it's already a bit trivializable, but having to use it on minions that are already is lane and already took some damage makes it even worse.

There is still the benefit to use it on minions that have just spawned in base, so the item goes on cd and gets ready sooner, but this way you don't cringe when using it on that cannon minion that is at half health.
