That isn't what's happening here though, Blitz pull stuns for the entire duration, Ez's Arcane Shift however is a cast time. As you can clearly see, he started the cast just before the hook landed, so the animation still plays through and Ez blinks away. Had he not pressed E in time, you'd have pulled him.
Pretty sad how ezreal can shift out of a blitzcrank hook
Blitz did pull Ezreal though.
Just not very far until Ez's E overrode the forced movement with the blink effect.
