If I build this item, can I actually negate all healing done? I'm sick of building it to have very little impact on champions that rely on healing but I think the main problem is healing in general. Too much healing, too much access to true damage, very little ways to deal with both.

Negate means to reduce to zero, or otherwise nullify completely. So negating all healing literally means 100% healing reduction.

GW already reduces regen and heals (Not just from Raka W, but Mundo's R and lifesteal, as well). If this is what you want, then there you go, it already does that. The only other way to understand your post is that you want it to nullify all of it.

I KNOW GW from Morello reduces already but it simply is not enough.
Dead flag blues1 votesI had a random idea recently. What if "GW" stacked ? You know, starts at let's say 20%, and each champion applying it would grow up by 20%, ending at 100%. It would actually be pretty cool against champions like (let's say for now)
