Change lethality RUNES to flat armor pen

Please..... at least on the runes and masteries, change it back to flat armor pen. You can keep lethality on the items. Now in top lane tanks just build one very cheap armor piece and you barely dmg them as urgot and some other ad champs.

Runes are meant to be useful for early game. Armor pen is best in early game.
