PalPlays1 votesSigh... every time a champion comes out people complain about them without knowing the matchup or even the ABILITY SCALINGS! They complained about Ekko who has gotten nothing but buffs since his release (and still isn't THAT amazing), they complained about Jhin who is actually pretty balanced, and you will continue to complain about a champion being broken even if that champ has only been out for TWO DAYS.
Let him sit for a while, learn the matchup, THEN clutter the forums with complaints about the champion we have waited 3 years for...

His passive IS his kit, and what he revolves around in terms of damage, what else do you want him to do? Kill people with that Slow ass Q?
His kit is all utility except for his Passive (And R does a fuck ton but thats an ultimate)
