Why does Riot nerf/buff based on LCS popularity rather than actual power level?

ValyrianBlade1 votesLcs popularity quickly leads to solo queue popularity. It's the spawn of dark horse picks, things that are OP but not popular enough for people to know it. Once it gets in to the LCS people are bound to copy.
