Where's the CDR?

With the changes that are coming to bot lane, one concern has been left unaddressed. Where is the CDR for marksmen? Prior to the upcoming changes, a marksman could build Essence Reaver to gain CDR. Now that the item is being changed, marksmen in the bot lane have no central build options to increase their CDR. Champions like Xayah, Sivir, and Lucian, all relying on CDR for a good portion of their damage, are going to be left in the dust compared to marksmen who can build Infinity Edge or the new Stormrazor. Building crit is central to the damage of many marksmen, and without the CDR from Essence Reaver, those who don't rely on abilities for their damage are going to quickly outclass those who have to build other items just to get some CDR in their kit. What is going to be done about the lack of viable CDR options come 8.11?
