Was Fizz's E always 6 seconds?

Wait no its not, thats how it was before the nerf in season 6. Now its 5.5 with mastery, 6 without lol.

It's six on the dot with 40% and 5.5 with the CDR mastery.

The reason is that I always remembered the CD being around 4 but looked at the CD directly while in a match and noticed that is was a whopping 6 seconds at 40%.
