Hey @Riot,when will you start nerfing/adjust numbers on Rylai Crystal Scepter?

I am pretty sure i am not the only one who noticed that the slow amount is outright ridiculous in some cases and causes an extremely frustrating experience. It's even worse now that you nerfed the boots that is supposed to "counter" it or rather mitigate a lot of its power.
