I just played him and after I used his ult I noticed it was around 30 seconds. Why? I executed his combo perfectly almost every time (getting hit by it hundreds of times helps to learn it) and I almost always had his ult for it.
Why the hell is the cooldown so low?!

He already get punished really hard for missing his Q. If the cooldown would increase the enemy could just all-in him add any point in time. His passive has a static 90 seconds cooldown so that's also not really a viable option.

disregardable2 votesBecause it's a small range with not even enough damage to clear a minion wave. For an ultimate, it's pretty low impact in a teamfight. He was designed to be a top laner, you know.

Jungle Lux God1 votesThe cooldown is so low because Riot secretly disguised what is actually a basic ability as his ultimate, and disguised his real ultimate as one of his basic abilities, of which can be learned at level 1.
Miku Lv991 votesBlitz has a long cooldown on his rocket grab. That's the only one that really matters that much as the rest will probably be off cooldown when he needs them anyways. He's essentially gated by that one cooldown.
But that one cooldown is huge since he's at a big disadvantage while it's on cooldown. Make sure you take every opportunity to make use of this time when you're playing against him.

I figured it out my mistake leaving on my cooldown mastery for Maokai, and it works well with him too. Her ult goes down to like 30 or 28 seconds with 45% cooldown! The issue is if you go full tank he doesn't do much ult damage, but if you go ROD and tanky AP items he does MASSIVE damage. For the 40% cooldown for Blitzcrank I went before I noticed 45% cooldown and literately every teamfight had my ult up by the time it was over, hooked someone and killed them. It makes it easier to kill people but YOU WILL GET TARGETED MORE. Dear I went one game and the ADC said in all chat that I had 45% cooldown and to target me so they could get my ult out of the way/ out of teamfights. So be-careful if you go that way.
