Was blast cone intended to proc CoC?

It seems like kind of an awkward interaction, but I was playing Vi and I used blast cone to get away from a Rengo and Fiora double team and CoC procced. I was just wondering if this was an intended interaction.

I'm going to assume not as it also causes stealthed champs (Like Rengar in his ult) to come out of stealth.

Well...it IS technically hard cc, but it's a neutral hard cc (not for either team). I was playing Olaf 2 days ago and ended up dying because I could not use a blast cone to escape since my ult was still active.
