Why hasnt riot moved away from completely remaking champs?

The way smite handles it, they respect the players who mained the old version of a champ by rebranding said champ into a new version with almost exactly the same kit with a few balance changes then they make a remake that is completely different to better fit the lore of the old champ.

This helps not ruin players investing years in said champ while allowing new players to have something original.

What they did to karma and xerath could never be forgiven. Its crazy how veteran players get punished so hard by complete revamps.

'There's always room for improvement.' A motto that I've seen Riot live by as a company for the last year or so since getting back into league.

You're mistaking gameplay update for visual rework. The Smite God swaps they do are not gameplay updates at all, it is always completely aesthetic with some numbers tweaks here and there. Riot is actually straight up reworking champions because for whatever reason, the champion's kit just doesn't have a place in the game. Look at old Sion. Do you really think Riot would want to keep that old kit in the game? There's a reason why Sion was reworked in the first place (because his kit was at odds with itself and made literally no sense as a champion)

I like what they do with the mage updates or marksman updates. They don't completely nuke the kit.

They do it because deleting the old version of champs doesn't hurt riot's bottom line enough.

I haven't seen many complaints about Xerath's rework, what is it about old Xerath that you miss?
