So when Alistar W instead of shooting at the target, it shoot at the target location that it's going to be displaced too? Same goes to GRagas R?

nope it flies to where you hit the enemy with an ability so displacement literally make enemies dodge your keystone.

Then It should be changed :/ to make champion like alistar being able to solo top again and trade efficiently in lane.

honestly on alistar you would probably be better off with grasp or the leona W rune, or new TLD if your going top

unanswerable trades are unhealthy that's why Riot removed his ability to autoattack after headbutt. so no I don't think they want comet to work that way.

however you could pulverize to guarantee the comet, autoattack once, then headbutt them away before they can respond.

pretty sure riot doesn't want that, Alistair was nerfed on purpose because it was obnoxious to play against
