If you unlock the Three Hunters Borders & Final Hunt Icon you get the borders for all 3 skins, regardless of whether you own all 3 skins or not.

Should you choose to buy any of the skins at a later date, your borders will be there.

Might just be my hate for Jhin because of the new runes making him busted, Vayne I've ALWAYS hated, Vi I just don't care for how the project skin looks

I unlock threee hunt borders and get only icon, I dont have skin of vayne or vi or jhin so i just waste my 80point ??

If you don't have the skins you can't use the borders as they are only for those 3 skins.

There, kind of is though. The reward is called "Three Hunters Borders and Final Hunt Icon" after all. It kind of states right there that it is meant for the 3 new hunter skins. Plus, they do state that on the event page on the site
