If the potions are overtuned, then botlane will become a kill lane meta, whose main weakness is poke. If you remembered the days when relic shields were OP, you know that everyone resorted to tanks because they can do everything (including sustain), live longer, and have tough CC. Buffing the sustainability of botlane would only force supports to go "kill lane or bust".

If the potions are undertuned, then poke lanes would be a nightmare to deal with. With less sustainability at a time, poke lanes would have a much greater advantage.

And this is only botlane, but in a 1v1 situation the problems would be much more escalated.
