Lulu's passive is already a strong buff to her ally's basic attacks, besides, shouldn't taking "pixie dust" make you super jittery.
Meanwhile Zilean alters time and space around his target, meaning for an ally to have 99% increased speed, to them, in the sped up time, their attack speed is decreased by 99%.

Paquay2 votesNo, don't touch my Zilean. I love that I rarely have to worry about him being banned or picked. Also, no matter how terrible the laning phase goes, you're always super useful. 99% speed boost or slow + stun + extra life.... I could be 0/22 and still be worthwhile in a team fight.

I get where you're coming from, but the only thing I'd want changed on Zilean is his passive.
SSmotzer1 votesI think his passive should have some kind of stack he need to put on his enemies to use it. Like after attacking an enemy 5 time Zilean rewinds them to their position 3 seconds ago. Like a mini Ekko ult he forces his enemies to do, it could be called Time Crunch, or something like that.
Making the attack speed buff on his Time Warp really useful to him.
Paquay1 votesThis would probably be a nightmare to code, and a nightmare to play with/against. I'm all for Ekko's ult as it is super unique and really awesome when used properly. I would absolutely hate a passive that changed the game in this way though.
Could you imagine Zileans stacking attack speed so they could constantly rewind their enemy? It'd be atrocious.
I'm not saying his passive is bad because it can help to give you a little boost during the laning phase when levels/gold is most important. But it would be nice if you could see how much xp you would be using though. It sucks to burn it and see that you have someone like 18 xp and now it's on cooldown.

Mysticman891 votesIf zilean needed buffs, then giving him some AS boost as well might be a thing. I do not think zilean needs buffs. (Also 99% AS boost would be insane, so despite whatever thematic reasons for it to match the MS boost, it should probably have it's own numbers.)
SSmotzer1 votesYeah, that's why I said just move Lulu's to Zilean, Lulu has a modest attack speed buff on her pixie dust, so just put that on Zil. Deals with the ridiculous Lulu win rate and makes Zilean more thematic.
