Lots of people have been complaining about the new 
that riot gave us lately. It has always been sort of niche but even after the change it isn't purchased very often and has seemed to turn off or even alienate the past users of the item. Keep in mind the item is supposed to be the option for mages who desire additional pick potential and/or area control. So here's your chance to tell riot what needs to be done.
I used to use it before the change, but I don't anymore. The active was really the only thing going for it imo. I used it as a support item, and the slow was what made it so valuable to me. More kiting, less dead ADCs.
Reducing it's slow, missile speed, and cone size were the deal-breakers for me. 8.5 gave back the slow %. Just give me back the missile speed / cone size and I'll be happy.
I feel like adding a Ruby Crystal + Revolver + Lost Chapter is overkill on the recipe/gold cost for the item, but maybe a "2 second refund for each champion hit with the ice bolts" could help it? CC-focused, even as soft CC, is something more fitting for tankier users like Swain or Malphite who stil want the AP, but it offers just AP + mana now.
It should give mana sustain.
I dont like that minions can block the slow missiles
A revert would be nice
I like it because if you stack it with the Archangel's Staff and the Transcendence rune, the total AP it gives you increases to 115 The same way Luden's Echo now increases from 90 to 125
What a shame they just keep nerfing the Archangel's Staff tho
