Why not partially revert it to its previous state and remove the AD/AP, letting stay only the bonus MS? There are a lot of champions who don't have MS bonuses but could use a MS rune (some supports, juggernauts, immobile mages, etc), without needing to rely on Magical Footwear.

If there's a problem with making Celerity give a free stat (like causing it to become a boring and uninspired choice), then just put some mechanic like the Energized effects or some other conditional stuffs; but regardless of that, make it give bonus MS, not increase the effectiveness of MS boosts, since by giving bonus MS it would automatically synergize with speedy champions ( Singed Jhin Fiora ) AND be useful for people who don't have MS boosts, increasing it's usability.

Celerity ALREADY scales with all three of those champions by simply increasing movement speed bonuses. It works with Jhin's passive, and the extra move speed from zeal items, it works with Fiora's ultimate and passive, along with black cleaver/trinity force, and it works with Singed's ultimate, Righteous Glory, etc.

But she actually gains around 30% bonus MS also from zeal items, unless she doesn't build crit. I don't see why they're not just keeping it 10% from all bonuses. The rune is good, just because people prefer more damage doesn't mean it's not a good rune.

I think if they partially reverted it to grant MS all the time, it would just become the default rune for alot of champions again. Carries like marksmen and mages value bonus MS alot for kiting and escaping danger, hence why everyone who played one of these subclasses was taking the rune. The AD/AP was just icing, imo.

They want to make runes feel like a decision, and currently Absolute Focus is almost always the correct decision unless you use CDR well, or cases like item 3100 item 3003 item 3157 builds.

So they either nerf AF into oblivion, remove the 10% bonus CDR from Transcendence, or ... buff Celerity.

Shyv usually takes Celerity because her W has a long duration and means 40ish ms bonus, which is great for a full melee champ. I don't think this changes anything though. Rune has always been rathe rshit.
