CDR is something most people try to rush, it comes with lots of items and many people use CDR runes.
Is without question a late game item for obvious reasons, so it really doesn't need and shouldn't have CDR.
If the CDR were removed the price could be lowered to 2600g down from 2850.

I run 6 scaling CDR glyphs and the 5% extra CDR mastery.
Anyways, directly to the point you're making: Lowering the cost of Warmogs probably won't make it any better... the issue Warmogs has (if any) is that it's not really slot efficient compared to other late game items. As you said, Warmogs is indeed an end-game item. So buying it at the point where you're about to stop needing to buy stuff seems counterintuitive. It used to give 1000hp - THAT was a late game item. At this point, I think the item needs to cost more and give more. It needs to be slot efficient.

Also, you really don't want wormarg's to lose that level of slot efficiency,just to make it a little cheaper. (Unless your trying to make this a support item.)
