I know they gutted her critical damage (literally, it isnt there anymore) too up her utility
Common misunderstanding. What really happens when you do the math on all of the passive is that Ashe does precisely the "expected" value of damage that you would expect if averaged out all the random chances for crit and then added a flat 10% on top of that, but only after you apply frost to them.
Idk is Ashe weak or something?
In my opinion, Ashe is not weak. However, her damage is entirely consistent, so you don't get the "surprise, I bursted you with 3 straight crits" moments, but similarly don't get "wow, no damage at all because I never crit" moments either. Ashe's strengths lie more in the utility to the team, so they may not feel as strong as that Draven getting Q crits and Caitlyn getting headshots for half a life bar, but they are just as useful when you catch that Draven out with an ult to melt him with your team or spot an impending bush bait with your Hawkshot to prevent that game losing teamfight. Those are huge moments for Ashe, but the vision is more forgettable than some of these other moments, leading to a feeling of less strength.
