Is going 9 utility any good for ADCS and tops?
21/0/9?
I really really don't like the early defense masteries and would prefer not to get them. Does this make u lose trades in lane?

The 9 on defense are pretty mandatory for any lane where you are going to be trading autos a lot.
The block masteries give you 3 less damage per auto. Over 10 auto-attacks thats 30 extra effective HP. You also get +36 and +3% max health gives you around ~ 50+ base health to start the game (and scales well).
The 2 hp/5 gives you +60 hp over the duration of the first 5 minutes of lane phase.
Let's say the enemy ADC/Top-lane does ~ 70 damage per auto during the first 5 minutes of lane phase. (Maybe more? I don't know). The defense masteries in total let you take around 2-3 more autos/abilities worth of damage. Even more because of the 3 flat damage mitigation per-hit if you have any sustain built-in.
This may not sound like a lot, but 2-3 auto-attacks is all the difference in close all-ins.
Certain champions might benefit well from the mana regen from the utility tree. But the decent utility masteries aren't low enough for the spec to matter.
If you're building blue ezreal or any other manamune champion, you might benefit from 5 points in utility because of the upscaling hp regen, but the semi-useful stuff like lifesteal/spellvamp is too high up to be dipped into in any decent sort of way if you're gonna max another tree.
