Countering sustain
It is viable to rush a executioners calling to deal with champs like Vlad or Mundo? Or is it better to get it 2nd or 3rd?

I usually rush it first item if I am against someone like that. Works fairly well on Fiora as well. If not first back, then second back for sure. exceptions would be if you are behind / feeding in which case you need to build tanky first and worry about the GW effect later.
I play Nasus. I often have champions like GP, Riven, and Renekton buy EC against me. In my experience of having it bought against me, it's most effective when the enemy pokes and uses their own sustain. When there is a 100% health vs 100% health fight, it's pointless.
People often just fight my Mundo when their ignites are up, or just burst it instantly because why not, so the order at which they buy the exec's calling isn't important in this case. Against vlad, however, you should aim to get it at least by the time he has his 2nd item built, or before that
