Why aren't so many people banned for smurfing?

Seriously, I thought it was a rule in the terms and conditions? And sooo many people smurf, random people, LCS players, streamers, everything, and we get the names of their smurfs(Like one of Bjergsen's is Ekko Cat) yet Riot never bans them. Smurfing should actually be punished, nobody likes playing against a Challenger at level 1 or in their Silver promos or whatever. So why the fuck isn't Riot banning them? This stuff needs to be reinforced.

because its not a bannable offense

You really need to read the rules again, boosting is what's prohibited, not smurfing.

This

The closest thing to a rule against smurfing was the one to prevent abuse of the Refer a Friend.

Erm... I've never thought anyone who beat me was a smurf, however I do know there are smurfs out there and anyone in my game or on the enemy team could be one. But thank you for stereotyping me to sound like an idiot, because now you sound like a jerk.

Because some of those smirks from challenger are actually nice and try to help the newbies. You learn more playing against better players than against worse.

First you need to define smurfing. I've played against diamond smurfs in normals and while it's a pain, they do help you learn. Back when I was starting out playing Riven I fought a plat riven who taught me you can E W for an east stun or Q Q Q AA during the knock up W and E away for good trades. As for ranked, it is slightly annoying and I wish Riot would let pros make a smurf at the same elo as them (idk why they want a new account unless it's for the change of name but they could just buy a name change) but there's also a chance YOU will have that smurf carry you on your team.

True, you can get the smurf on your team, but then that means you got a free win for quite possibly no reason, and the enemy just lost LP or maybe even a promos because somebody decided they wanted to troll lower elos.

Understandably if you are first getting into the game and have no idea what you are doing, you don't want to be facing some Plat smurf and just get destroyed, but the matchmaking starts working right away. So, if you are losing, it puts you with other kids who are losing. meanwhile the smurfs are gonna start getting matched with each other because of how they keep winning all the time.

I didn't think people made smurfs just to upset new players, but maybe I'm just out of touch.

It's not a bannable offense because it's impossible to regulate. How do you make the difference between a guy in Diamond having a bronze smurf to troll and the guy in Diamond having a little brother who's bronze and trolls?
