An idea to make Bard more consistently useful

I know 5.7 just hit and brought some Bard buffs, but I'm going to go out on a limb and say he probably still doesn't cut it, at least in solo queue. (He does perform significantly better in 5v5's where teams can coordinate their strategy). I think the main issue is just that two of his abilities are pretty situational (E and R), and if you're not actively working to set up those situations, he may not do very much. So, here's a thought I had to make the ult at least more consistently good: Make it deal damage.

Specifically, I would suggest adding a modest amount of damage ratio for an ult on enemies, and a modest heal for an ult on allies. It shouldn't be huge, just something to make it more consistently useful. Just to make up some numbers, I'd say something like 100/150/200 + 50% AP damage, and 50/75/100 + 25% AP for the heal. For comparison, Sona's Crescendo deals 150/250/350 + 50% AP damage. Something along these lines would keep most of the power of the ability focused on making creative use of the stasis, while preventing it from being totally useless if the situation isn't read correctly.
