Rakan He's extremely safe, and all he needs to do is dash and ult me and I'm dead. How do I counter him?

Focus his ADC. He loses an entire ability without allies nearby and he can't attack during or cancel his ult which saps a lot of it's power without allies. His Q also has a long delay without an ally to pop the heal.

He can't do a lot on his own without building an AP rakan in a different lane.

Tahm seems to be a good pick into him because you have time to grab your adc when he tries to leap in. The delay means that he should never be able to hit more than one of you. Be careful with your Q though. The delay on it means he can hit his Q in return pretty easily and that will negate most to all of the Q damage as well as heal his ADC.

One issue with Tahm is that he doesn't perform great into Xayah (who is always played with Rakan right now) though so a poke support with a bit of mobility seems to be a good choice to sidestep feathers and get out of the Rakan knockup. A speed boost champ like Nami seems to do well though you have to be careful of all ins. Due to his leap pause though Q's should be easy to land to break up his combo as it will knock him up for longer than he knocks you up. Your sustain is also longer range, hurts more, and heals more.

I've played three Tahm games in to him and I've lost all of them. I can save my ADC but I can't really do anything if my ADC gets in trouble, I have to eat him, then Rakan dashes+charms me and we both die. That, and it seems like too much of a skill matchup. I've taken to calling him Rablanc just because he's as hard for me to hit with stuns as Leblanc is. Should I just focus the ADC and completely ignore him if I can help it?

Probably. He is just a bit too hard to lock down and kill. Comparing him to LB is actually pretty good in this example. Do you try to chase down and focus LB? Sure if she overextends plays stupidly or your team makes a pick on her, but in a teamfight if it is easier to kill her team you can push through and take objectives regardless. LB doesn't do well into multiple people without other people backing her up, the same is doubly true for Rakan. Kill his team and he is worthless. He has no waveclear and a good chunk of his damage can be avoided.

It is also worth noting that Rakan and Xayah are both a bit strong right now, though I don't think they are ridiculously so like Camille on release. In a patch or two I wouldn't be surprised to see some nerfs rolling in to tone them down a bit.

He knocks me up and charms me while his ADC/teammates finish me off.

Then he isn't the one killing you, his teammates are.

He is merely the instrument of your demise.
