Are there champions disabled in snowdown URF?

Srs question, ive seen mostly ADC's and the same handful of mages in every URF game ive played, but never anyone else, specifically no Zoe, kayn, garen, ornn, yas, vayne, or lucians.

Also in reply to the statement that you see player decline after URF goes away, its becuase players get to see how OP champions are, and realise they hate this game, it has nothing to do with URF mode, its jsut the fact they get to see max power champions and realise they really, REALLY dont want to be bothered playing against those champions in normals, URF or not. And if you dont fix your game by toning down damage and buffing the shit out of towers you are going to see even more player decline and wont be able to pretend URF is the reason.
