Giving Summoner Spells Passive Effects

I like variety in gameplay, now I can only speak for myself of course. But that's why boards exist! So I'd like to know if anyone else thinks passive effects on summoner spells is a good idea. Here's what I have in mind: summoner 21 + Champion has +% bonus Armor. summoner 1 + Champion has +% Magic Resist. summoner 3 + (after cooldown) Champion's basic attacks reduce Movement Speed for a duration. summoner 4 + Champion has +% Attack Speed summoner 6 + Champion has +% Movement Speed summoner 7 + Restores health upon killing a unit, or assist. summoner 14 + Champion has +% Ability Power summoner 11 + Champion deals +% damage to neutral monsters summoner 12 + Champion may have +% maximum Cool Down Rate, Champion has +% CDR.

They used to have passive effects on some of them with the old masteries, ignite would give +5 AD and AP while on cool down, it got removed though and Riot has a post somewhere detailing the reasons. If anything adding the extra xp from neutral mobs and maybe some extra gold onto smite would be an idea, make the jungle items helpful but not mandatory.

If all spells had a passive, I don't see how thered be a problem Unless some champs excel with the buff

Passive effects on spells that are taken by every champion doesn't really add much to the game play though, no one is going to swap out flash for ghost for the extra movespeed who wasn't going to take it already, so it ends up just throwing random stats out there, itbuffs champions that take flash and scale with attack speed but does nothing for those who don't scale with it, Maybe adding more items like the distortion enchantment or the jungle items that interact with summoner spells to give a unique effect would be an option, like an item that gave different properties depending on which summoners you had, then it's something people can opt into and has some interactive choice to it rather than just having extra armor because you took barrier which ends up being useless if you're vs a mage.
