Kleptomancy's items should drop as coins or bags that you pick up.
So you can't just spam and stack items from far away, you have to risk something and get close to your enemy.

Why should a mastery have to put you in danger? none of the other masteries have this sort of trade-off

Amen to this. This is an arbitrary change to kleptomancy that shouldn't go through.

dark harvest does have this tradeoff.
the souls drop on the ground, and if you want to pick them up (at least the ones from your own units), you have to move in and pick them off the ground.
i think it makes a lot of sense to add a mechanic like that. this way ranged champions cant just stand back and constantly poke spam onto a melee champion for free gold and items from a screen away like ezreal does.
its not just an ezreal problem, but a general problem with the keystone how it favours champions with ranged abilities and auto attacks.
this honestly dosnt sound like that bad a change imo. just make its grab just as much as coin
It already forces you to attack the enemy. Fun fact. If someone with kleptomancy is in range to attack you, you're in range to attack them back. That's your opportunity.
Nowadays Braum has 1150 Attack Range, huh? Good to know.
First off, no ADC has that much range, no matter what they do, unless you're talking about ez abusing this, in which case riot already had plans to fix that. If you're playing a melee support, chances are you know the risks, and the playstyle is completely different. Someone using Kleptomancy doesn't change the way playing melee into ranged works. You bide your time, trading with your abilities when you can, and either go all in if you're confident with your ADC, or wait for level 6 and go all in then.
Except for a select couple champions who can really abuse it, someonetaking Kleptomancy in this meta should make you happy. So they get a few potions here or there. Who cares? The amount of power they sacrificed to go down that tree should automatically give you the edge over them in terms of power. The key here is to acknowledge this. As long as you actively trade back and don't sit there letting them get free procs off of you, you'll win trades most of the time, or at the very least go even if they happen to gain a potion they can use.
this actually sounds like a really good idea. especially to create a tradeoff for ranged champions vs. melee champions.
its harder just to spam ranged auto attacks and abilities to stack up on the gold and items and you have to take a certain risk and move in close to pick up the bonus items.
in a melee vs melee matchup it shouldnt make much of a difference, but on a ranged champion he has to decide if he wants to put himself in danger for the extra item.
