Is there any way to win as a tanky top laner vs Gnar?

It just seems like, as a tank, I'm expected to build tank items and soak damage in team fights, so why is Gnar, who is a ranged, bruiser tank (I don't know what he is) deals so much more damage, even if he builds straight up tank? How is this fair? :c
