you've removed his DBC + thornmail combo to the point where any 1 lifesteal item shuts down rammus.

you've removed his 3 second taunt, the only thing you want a rammus for.

you've made rammus slow down in the hopes of dealing additional damage to taunted targets and being a meaningful trade, it was not, rammus goes 6 full tank items, hes not killing anything.

you've removed his ult/wave clear and just sit back and enjoy the free farm potential.

you've added hard cooldowns onto all of his abilities offering less moments of opportunity with very little windows to find himself effective, there are no CDR armor items rammus can rush while scaling his armor stat. frozen heart/gauntlet are just terrible items on rammus and generally non synergistic.

so what does rammus do now... pog champ goes where he pleases. do you know who does that all aorund better and actually contributes something while there? these guys straight up outclass rammus just because they dont slow themselves down once they're in there and they accomplish damage or more useful utility than rammus does. these guys at the moment, hard outclass rammus regardless of role for the team.

so well rammus offers peel and protection through his W and his taunt!... wrong! because of his self slow he does nothing aside from zoning and positioning, he gets his initial flash powerball 5 man knockup, then he taunts the adc, then it doesn't die because rammus was light years ahead of his team or he was shut down with any CC ability from the enemy team and heavily punished for it.

so what does rammus need to become effective?

faster jungle clear, im talking reduced cooldowns when he auto attacks jungle camps, perhaps even champions similar to yi so he can actually taunt 2 or 3 times for the team in a fight as opposed to just once as is currently (where he gets such an outrageously favorable taunt and the enemy adc just dies) this would favor peel rammus who taunts the enemy divers.

removal of the self slow outright, he cant do his job when his abilities contradict one another, Q vs W. he will have his W up and be chasing down a riven that he just cant catch to save his own teams ADC, rip your caitlyn who net'd away and riven just continues to spam in her general direction while... all of your abilities are on cooldown with gutted MS.

any form of additional tanky utility you can add anywhere. whether it be increasing the slow on tremmors or making the epicenter around rammus produce knockups. or generalized increase taunts radius so he doesn't have to be in his garbage range with a cast time to taunt someone.

rammus had a game plan, DBC/thornmail crush attack speed based champions. you've removed that and hes still not even a generalized tank champion, hes a pog champ now.

was rammus really broken 5 years ago? no hes just been the niche counterpick to the fast paced meta you've been trying to produce.

you tell me what rammus does well, ill name a champion who does whatever job you're describing fantastically better.
