For skarner he definitely needs a full rework making him much more fun as a scorpion Juggernaut with a new visuals and gameplay update, because he is getting too old and every update doesn't bring him in his role at all.
Hecarim is powerful and nice but i would love to see a new theme and visual update for him, <3 for that Undead cetaur. 
can't wait for his Visuals rework.

As a MORDE main: skarners 2.2% playrate, his average winrate is 54℅ Makes me jealous morde has a lower vibrate with a lower play rate at least your champion didn't win (the Worst champion from the Juggernaut Patch)
