As you can see even with the current buff on PBE it requires the target to have around 325 bonus armor for it to be as effective as old LW.

THis should help make it easy to understand why tanks are actually so strong after the 5.22 chamges.

This should also explain why pure AD builds are weaker since it was not buffed like crit builds were.

5.25 and PBE are used interchangeably since it is likely to go through. For those who do not know Lord Dominik's Regards and Mortal Reminder have a current PBE buff to 45% bonus armor up from the current live 40%.

This change will not solve the problems that pure AD stacking champs are having.

To be honest, now, they can potentially get a 15% Damage Increase on top of having 45% Bonus Armor Penetration, so it is still a bit better than old Last Whisper in my opinion.

Maybe give a third upgrade that has Flat Armor Penetration + More AD on it? For a more poke/assassin route?

Something like:

55 AD UNIQUE Passive: +20 Armor Penetration UNIQUE Passive - Last Whisper: + 45% Bonus Armor Penetration

Builds out of item 3035 + item 3134 + 300g (Total cost: 2700g)

Congratulations.

You just made a LW item have the problem of being always good like LW was before 5.22

They changed LW to be % BONUS armor so that it was not always mandatory since 35% of all armor being ignored made it good against armor stacking, health stacking or not building any armor or health at all.

A better option would be flat armor pen on BotRK since that would make LW stay situationally good.
