All the pro's who looked at the changes called them buffs

I play him and consider them huge buffs, although he still lacks a dfg replacement item (120 AP 10%cdr)

Comparing him to the veigar gutting is foolish.

Actually a nerf though. They cut his health regen by 70%... that's a nerf.
