Because Runaans was buffed to have 40% on its bolts. Since Jhin scales so well with damage, the bolts do too

Although at some point as an ADC maybe you think you are good enough without the safety net (AKA not Caitlyn )

Caitlyn buys it anyway, especially in her new build. Its for burst and to cheekily poke turrets

The delay is 8 seconds now, so it shouldnt be the hardest thing if youre pumping out consistant damage

I've tested this when he was free and I can confirm this. He's actually great at respositioning if you go with a zeal item and can reload before his stacks wear off.

Fervor isn't good on Jhin because it takes forever for it to stack up (low attack speed and slow-ish reload time). New Warlord's synergizes well with his passive.
