When Will Rammus be viable as a Top laner and should he get a rework?

HI all. As a avid fan I have been playing him at top lane and sometimes in the jungle. In general I like how his kit is stacking with DBC and a taunt to shed enemy ADC or melees, but I hate having to hide behind my turret like a wuss 'til lv 6 and roll out then. On thing I would like to know is that when will he or should be viable in both the jungle or going to the top lane as well. Personally I would like to see the latter but I dont know what peoples general opinion is, so any feedback would be appreciated. Also Should Rammus get a Rework to spice up his kit or should he stay classy?
