Why was Abyssal Sceptre passive changed from magin pen to % magic damage?

This was one of the most disappointing changes for me. If the enemy has one 1 AP threat (like Swain or Brand mid) but all the other AD assassins start building hexdrinker, it really delays a lot of damage because you have to go for Negatron Cloak and then buy magic pen.

Especially when you are a Cass main like me and magic pen shoes are not an option

I don't like the abyssal changes either. The CDR bothers me a lot.

abyssal generally is an abyssmal item now (no pun intended). it used to be fun on tanks and do decent damage. now it does the same thing as before in the large picture. come mr and extra damage. but the damage isn't as much because the flat pen was much better. the % damage increase is really just MEH. but i guess leblanc oneshotting you with just abyssal wasn't fun. even tho she just needs like a cpl doran rings to one hit u

yeah idk i liked the old one. at least make that damage amp upto like 15% maybe. 10% too pathetic.

% magic damage is stronger against targets with MR than flat magic pen. In the situation you describe you would prefer to have your power budget poured into % magic damage.

% magic damage? was an overall nerf anyone that didn't stacked MR anyone that didn't have any MR would get only have 5 MR or 17 if they got flat MR Glyphs. Now it's more of a MR tank buster but doesn't have the same impact of (B)BC, just a tidy D

They explained their reasoning pretty well in the patch notes here.

Abyssal Scepter is a must-rush item. When purchased before the opposing team can build magic resist, it provides (sigh) tons of damage. But once the other team builds into defenses, Scepter starts to fall off. This gave it a natural rivalry with Aegis of the Legion’s teamwide aura. Now that Aegis no longer beefs up carry resistances, Abyssal Scepter would run unchecked early and take too long to fall off. We’re pushing it away from that early power spike and making it feel useful at all stages of the game.

I doubt things turned out how they'd imagined they would as there is much more MR in the game now for "squshy" champions than before Aegis was removed. Tanks on the other hand lack MR itemisation.
