Penetration Items

Hey Riot, is there any chance that you could nerf champions stacking penetration?

It is incredibly un-fun to play against as a melee champion, especially against siege mages like Lux, Velkoz and Ziggs. I mean, clearly it's not enough that they're nuking me from 1000 range, but they also get to shut down my sustain in the process. Stacking MR only goes so far if you're playing a champion that actually needs to deal damage, and tanky builds aren't particularly effective right now unless you're playing someone overtuned.

There are basically no downsides to stacking penetration as a burst champion, since you'll deal good damage no matter what. The grievous wounds effect is just icing on the cake, especially since most of them take ignite anyway.
